Side view mirror won't stay put

How do I fix the driver sideview mirror on a 1996 Integra. From years of turning it in so it doesn't get taken off on my small street, it is now too loose. As I am driving the wind moves it, therefore making it useless to me. I have to hold one hand out the window to hold it in place and the other hand to shift gears. Therefore it is very difficult to steer. Anyone ever have this problem.

I have a similar problem with my '95 LS.
Did you ever figure out the way to fix it?
Any info is greatly appreciated.
